The admirable air quality is closely associated with the effective collaborative governance among governments in Canada. The establishment of Canadian Council of Ministries of Environment with its reasonable functions and operation mechanism，as well as the air quality management system has contributed to the collaborative governance among governments in Canada. We can benefit a lot from the experiences in Canada.
