In the new situation，the governance of online copyright should adhere to the principle of simultaneous innovation，the principle of benefit equilibrium，and the principle of social co-governance. In view of the lags in the existing legal system and imbalances in the interests of the copyright market，relevant legislation，law enforcement，and judicial work must be strengthened. Especially it is necessary to reform the rule of fair use in China's copyright law and advocate multi-participation to better realize the governance of online copyright，balance the benefits of network copyright，and promote the continuous development of related industries.
