近年来，网络伦理失范问题凸显，如自媒体公众号的情绪化表达导致道德审判等网络暴力；直播和短视频平台上暴力、低俗和猎奇内容频发；大数据不正当利用和数据收集导致用户隐私泄露；算法推送导致“信息茧房”和“回声室效应”等。本文在回顾种种网络伦理失范问题的基础上，对2017年政府、媒体、公众对网络伦理失范问题的治理策略进行梳理，发现存在以下问题：多为事后治理，缺乏前瞻性；多为政府治理，平台治理效果不佳；缺乏用户治理等。最后，本文分别从政府、互联网平台、行业自律组织、媒体和网民本身出发，提出网络伦理治理的新思路。
In recent years，the problems of network ethical anomie problems highlighted，such as the emotional expression of the We-media，which led to the network violence，like moral trial，live and short video platform violence，vulgar and curious content frequently appear. Undue use of big data and data collection，resulting in user privacy leaks；Algorithm pushes，causing information cocoon and echo chamber effect，etc. On the basis of reviewing the problems of various network ethical anomie problems，this paper sorts out the governance strategies of the government，the media，and the public on the issue of network ethical anomalies in 2017，this paper suggests that the current network ethics governance has the following problems：More for ex post governance，lack of foresight；Most of the government governing，and the effect of the platform governance is not good；Lack of user governance，etc. Finally，from the government，internet platform，industry self-regulatory organization，media and netizens themselves put forward the new idea of network ethics governance.
