互联网是当今最为重要的全球性基础设施。随着互联网重要性的显现，传统国际关系向网络空间延伸。当前，网络空间正处于秩序构建和规则树立的关键时期。网络主权是其中最为复杂、最具根本性的问题。网络主权不仅直接关涉国家在网络空间的地位和作用，也与网络空间秩序和国际法制度的构建有密切的联系。而中国明确提出网络主权主张及构建网络空间命运共同体的理念，则为这一问题的解决提供了相当可行的思路和途径。
The Internet is the most important global infrastructure nowadays. With the emergence of the importance of the Internet，traditional international relations extend to cyberspace. At present，cyberspace is in a critical period of order construction and rule game. Whether or not national sovereignty can be applied in cyberspace is the most complex and fundamental problem. This issue not only concerns directly the status and role of the state in cyberspace，but also closely links with the construction of Internet space order and international law system. The idea of the destiny community of cyberspace proposed by China provides a way of thinking for solving this problem.
