阿富汗和中亚地区在世界毒品市场上具有重要的地位，阿富汗是世界最大的鸦片类毒品毒源地，中亚地区则是阿富汗毒品北上流入俄罗斯和欧洲的主要通道。但近年来，随着世界毒品市场消费结构发生改变，合成毒品与新精神活性物质在阿富汗和中亚地区开始流行，一方面改变了两地的毒品消费结构，另一方面也改变了两地在世界毒品市场中的地位。阿富汗和中亚地区本身毒情复杂，“毒恐合流”等问题凸显，合成毒品与新精神活性物质在该地区的泛滥给这些国家的禁毒执法、预防宣传、戒毒治疗等提出更高要求，因此，需要国际和地区组织加大对此问题的关注，进一步提高国际合作力度，帮助阿富汗和中亚地区抵御合成毒品和新精神活性物质的侵袭。
Afghanistan and central Asia play an important role in the world drug market. Afghanistan is the world’s largest source of opioid drugs，while central Asia is the main channel for Afghan drugs flowing north to Russia and Europe. However，in recent years，as the consumption structure of the world drug market has changed，synthetic drugs and new psychoactive substances have become popular in Afghanistan and central Asia. Afghanistan and central Asia are faced with complex drug situations and the problem of drugs and terrorism merge. The proliferation of synthetic drugs and new psychoactive substances in this region has raised higher requirements for drug law enforcement，prevention，drug treatment and other levels in these countries. Therefore，international and regional organizations need to pay more attention to this issue and further enhance international cooperation to help Afghanistan and central Asia resist the invasion of synthetic drugs and new psychoactive substances.
