两年来,欧盟在中东地区的角色更多的是支付者而非参与者。欧盟在中东的战略重点仍然与难民移民问题、反恐问题和边境控制问题联系在一起,而不是支持其经济发展或治理改革。本文通过分析中东地区对欧盟有重大影响事件的发展以及欧盟对该事件的政策反应,对欧盟全球战略在中东地区的实施及效果进行简要梳理和评估。
Over the past two years,the role of the European Union(EU)in the Middle East has been more of a payer than a participant. The EU’s strategic focus remains linked to refugee migration,counter-terrorism and border control issues,rather than long-term support for economic development or governance reform,the aspects that constitute key elements of the “resilience” of the Middle East countries and societies. Based on an analysis of the development of the events of great influence on the EU in the Middle East and the EU’s policy response to these events,this paper briefly combs and evaluates the implementation and effects of the global strategy of the EU in the Middle East.
