本报告将广东利用外资的发展历程细分为四个发展阶段，分析了改革开放以来广东利用外资的政策环境、特征和不足之处，以及产业结构变化对广东利用外资的影响。此外，还对疫情防控常态化时期外资在广东的发展趋势进行了预测，并综合上述分析得出几点结论和建议：第一，广东将进一步扩大和提高利用外商直接投资的规模和质量；第二，非洲和欧洲将成为广东外商直接投资的重要来源地；第三，广东应提升现代服务业利用外商直接投资的能力，推动产业结构优化和转型升级；第四，突破“独资化”的单一格局，鼓励形成多种吸引外商直接投资的方式；第五，增强粤港澳大湾区的辐射引领作用，合理进行空间布局，缩小各地区利用外商直接投资的差距。
This report divides the development history of Guangdong’s utilization of foreign capital into four stages，and analyses its policy environment，characteristics and deficiencies since the reform and opening up，as well as the impact of industrial structure changes on the utilization of foreign capital. Based on the above analysis，we predict the development trend of foreign capital in Guangdong during the normalization period of epidemic prevention and control，and draw several conclusions as follows. First，Guangdong will further expand and improve the scale and quality of FDI utilization. Second，Africa and Europe will become important FDI sources for Guangdong. Third，Guangdong should expand to utilize FDI in the service sector，and promote the optimization，transformation and upgrading of Guangdong’s industrial structure. Fourth，we should break through the single pattern of “sole proprietorship” and encourage the formation of multiple ways to attract FDI. Fifth，we should make rational spatial distribution to narrow the gap of FDI utilization in different economic zones in Guangdong province，and enhance the leading role of the Guangdong-Hong Kong-Macao Greater Bay Area.
