地方政策是推动新能源汽车产业发展的重要措施，也是立足地方特色探索典型发展模式的重要途径。本文首先围绕上海、深圳、柳州分别梳理了三个城市的新能源汽车政策情况，之后，重点聚焦三个城市产业发展的特色，进一步总结了典型的地方政策经验，分析政策实施在当地新能源汽车市场推广、产业发展等方面的效果。最后，从加快公共领域车辆电动化发展、实施新能源汽车交通支持政策、推动新能源汽车下乡、加快基础设施建设等方面提出针对性政策完善建议。
Local policies are not only an important measures to promote the development of new energy vehicle industry，but also an important way to explore typical development models based on local characteristics. This article firstly sorts out the new energy vehicle policies implemented in three cities including Shanghai，Shenzhen and Liuzhou. Then，this article focuses on the characteristics of the industrial development in these three cities，further summarizes typical local policy experiences and analyzes the impact of implementing these policies on the promotion of local new energy vehicle market and industrial development. Finally，this article proposes targeted policies to improve recommendations in the respects of accelerating the electrification development of vehicles in the public domain，implementing new energy vehicle traffic privilege support policies，promoting new energy vehicles to the countryside and accelerating infrastructure construction etc..
