本报告回顾了中国混合所有制改革的历程，对2020年混合所有制改革的进程和趋势进行了分析，并解读了2020年的典型混合所有制改革案例。本报告认为，2021年混改的大方向依然是市场化。文章最后分析了混合所有制改革存在的主要问题，并提出了优化国有产权交易市场与交易制度、完善国有企业管理模式、完善员工持股制度、完善监管机制以及保护出资人权力等相应的政策建议。
This article reviews the history of China’s mixed-ownership reform and introduces the motivation，microeconomic foundations，and regulatory environment of the reform. Then the article presents the recent progress and future trends of the mixed-ownership reform since 2020，analyzes the typical cases in the reform，and provides the prospects of the reform beyond 2021 the mainstream of the reform should still be marketization. Finally，this article proposes resolutions to the primary problems of the mixed-ownership reform，including establishing state-owned equity transaction market and trading system，improving corporate governance of state-owned companies，enhancing the policies on employee stock ownership，and improving stakeholder protections.
