博洛尼亚进程是欧洲为应对全球化挑战、实现一体化而在高等教育领域采取的一项重大举措。罗马尼亚作为首批签署《博洛尼亚宣言》的国家之一,在20多年内积极回应博洛尼亚进程:建立新的学位制度与国家资格框架、实施统一的学分转换和积累系统、建立全面的质量保障体系、促进人员与资源流动。但是改革过程中也存在国际化战略缺失、教育科研投入匮乏、高等教育公平缺乏、教学新技术投入不足以及大学自治权受限等问题。相信未来罗马尼亚会继续调整本国高等教育系统,积极回应博洛尼亚进程的发展趋势。
The Bologna Process is a major European initiative in the field of higher education to meet the challenges of globalization and achieve European integration. As one of the first countries to sign The Bologna Declaration,Romania has actively responded to the Bologna Process within the last two decades with the establishment of a new degree system and national qualification framework,the implementation of a unified credit transfer and accumulation system,the establishment of a comprehensive quality assurance system,and the facilitation of the flow of people and resources. However,there are also problems and disputes in the reform process,such as the lack of internationalization strategies,insufficient investment in education and scientific research,lack of equity in higher education,insufficient investment in new teaching technologies,and limited university autonomy. It is believed that Romania will continue to adjust its higher education system in the future to actively respond to the development trend of the Bologna process.
