网络空间是人类在信息技术发展和全球化背景下开拓出的一种新型空间，这一空间同样存在大量的治理问题和挑战，而解决这些困境需要集合全球各种文明的智慧。本文从构建网络空间的命运共同体的高度，对全球网络空间治理的理论进行了研究，建立了以网络人权、网络主权与网络治权为内容的“三位一体”理论分析框架，从“多利益相关方”治理模式角度将“底线公平”理论与网络空间治理相结合，提出了具有实践价值的理论反思和策略建议。
Cyberspace is a new phenomenon that emerges in the context of information technology development and globalization.At the same time，it also faces a lot of problems and challenges，which need to integrate the development benefits of all civilizations to solve.From the perspective constructing a community of shared future with respect to cyberspace，this article tries to construct a theory for Global Cyberspace Governance，which is composed of cyberspace human-rights，cyberspace sovereignty and cyberspace governance-right.Based on the idea of multiple-shareholders governance，this article also puts forward theoretical reflections and practical policies which combine baseline-equality theory and cyberspace governance.
