2020年是历史发展进程中极不平凡的一年,突如其来的新冠肺炎疫情加速了全球数字化转型,数字化技术驱动的政治、经济、社会变革加速发展。围绕这些变化,对大数据发展指数的指标评价体系的测评重点和代表指标进行补充和调整。延续此前几年的评价口径,本报告对全国31个省区市和31个重点城市2020年的大数据发展情况分别进行了量化评估,同时动态比较了2016~2020年的变化趋势。分析结果显示,31个省区市中,北京、广东、浙江、上海和江苏构成第一梯队,四川、湖北上升趋势明显,中部地区渐成崛起之势;31个重点城市中,杭州首超深圳位居第一,武汉、青岛和济南呈现稳步上升态势,成都和贵阳连续成为进入前十的西部城市。
The year 2020 marks an extraordinary year in the course of historical development. The sudden outbreak of COVID-19 has expedited global digital transformation,while the political,economic and social changes driven by digital technology are being accelerated. This paper supplements and adjusts the key points and representative indicators of the evaluation system of big data development index centering on these changes. It continues to adopt the evaluation caliber used in previous years,and conducts a quantitative evaluation on the development of big data in 31 provinces,autonomous regions,municipalities under the central government as well as large and medium-sized cities in China in 2020,while dynamically comparing the changing trend from 2016 to 2020. The analysis results show that,among 31 provinces,autonomous regions,municipalities under the central government,Beijing,Guangdong,Zhejiang,Shanghai and Jiangsu are in the first echelon,Sichuan and Hubei have an obvious growing trend,and the central region is gradually rising;among 31 large and medium-sized cities,Hangzhou tops Shenzhen for the first time,Wuhan,Qingdao,and Jinan show a steady upward trend and Chengdu and Guiyang continue to rank among Top 10 cities in the western region.
