互联网技术的发展,让虚假信息逸出传统媒体与门户网站的范畴,在全球社交媒体中肆虐。虚假信息小则影响公众的知情权,大到影响社会稳定、国家安全甚至是人类命运。世界各国都面临虚假信息的危害,正在努力寻找有效的方法遏制其蔓延。新加坡、马来西亚、泰国在网络虚假信息的规制上都迈出了实质性步伐,具有一定的代表性。三国的规制实践引发广泛争议,研究其规制路径及争议的处理对我国有一定的借鉴意义。
With the development of Internet technology,disinformation escapes from the scope of conventional media and portal websites,and is rampant in global social media. Disinformation may affect the public’s right to know in a small way,and affect social stability,national security and even the fate of humanity. The world is facing the harm of disinformation,and trying hard to find effective ways to curb its spread. Singapore,Malaysia and Thailand have taken substantial steps in the regulation of online disinformation,which is representative to some extent. The regulatory practices of the three countries have caused internal and external disputes,so it is of certain reference value to study the regulatory paths and the handling of the disputes.
