本文从人工智能技术（AI）发展、数字治理技术、大数据使用以及网络安全举措四个方面回顾了2019年日本信息技术发展以及网络安全最新动态。在人工智能发展方面，日本提出了“以人为中心的AI社会原则”；在数字治理技术方面，政府推出了5年的《数字治理中长期计划》，积极推进中央和地方政府的数据开放；在大数据使用方面，政府积极推进官方灵活使用民间企业持有的大数据举措；在网络安全方面，政府强调对网络安全威胁的风险采取“事先积极的防御”对策。
This paper reviews the latest development of information technology and internet security in Japan 2019 from four aspects：the development of artificial intelligence technology，digital governance technology，the use of big data and internet security. In terms of the development of artificial intelligence，the “human centered AI social principle” has been put forward；in terms of digital governance technology，the government has launched The Medium and Long Term Plan of Digital Governance，the central and local governments actively promote the opening of data；in terms of the use of big data，the government actively promote the official flexible use of big data held by private enterprises；in terms of network security，the government take “proactive defense” measures against the risk of internet security threats.
