韩国的互联网发展最早可追溯到20世纪80年代。在数十年的发展过程中，韩国政府把运用现代信息通信技术发展社会生产力作为国家经济发展的重要战略之一，出台了许多战略规划指导、鼓励互联网行业发展，成功地使韩国在信息通信技术、数字政府建设以及网络安全等领域占据世界领先地位。本文梳理了韩国互联网发展的概况、有关信息通信技术的国家发展战略与规划、电子政务的建设与发展、网络安全治理与实践及其对我国互联网发展与治理的启示。
The development of Internet in Korea can date back to the 1980s. Over the past decades，the government of Korea actively utilized modern information and communication technologies to develop social productivity，and promoted it as one of the important national economic development strategies. The government issued many strategic plans and guidelines to encourage the development of the Internet industry，which has successfully made Korea a world leader in the fields of emerging communications technologies，digital government construction and information security. This report summarizes the history and current situation of Internet development in South Korea，introduces its national development plans of information and communication technologies，construction of digital government and practice in information security. Finally，the enlightenment of Korea’s Internet development and governance experience to China are discussed.
