2020年临港新片区特殊经济功能区政策定位与建设领域研究

在浦东开发开放30周年背景下,国际国内形势变化,挑战与机遇并存。为进一步推动浦东发展,国家设立了临港新片区,通过实施具有较强国际市场竞争力的开放政策和制度,打造更具国际市场影响力和竞争力的特殊经济功能区,使其主动服务和融入国家重大战略,更好地服务对外开放的总体战略布局。作为中国首个自贸区发展的新高地,临港新片区的设立是新时代中国坚持全方位对外开放合作、主动引领经济全球化绿色发展的重要战略举措。为明确特殊经济功能区的政策定位,临港新片区需在以下领域持续发力。第一,进一步提升国际金融中心地位。第二,以三螺旋科创金融开放生态体系为核心进行顶层设计,通过制度配套寻求结构化解决方案,增强内生动力。第三,在国际层面,在“双循环”格局中将侧重点放在实施高标准的贸易自由化上,从而实现从客场全球化向主场全球化的转变,形成以本土企业为主导的国内价值链和促进产业升级的主场全球化创新链。第四,对外大循环结构难以一蹴而就,需要加以分解,优先形成若干个区域、次区域小循环,将中日韩一日交通圈建设作为重要切入点。

Abstract

Shanghai Pudong,which has just celebrated the 30th anniversary of development and opening up,is facing multiple challenges as well as opportunities. In order to promote the development of Pudong,the New Special Area of Free Trade Zone has been established. The guiding ideology is to implement an opening policy with strong international market competitiveness and to create a special economic function zone with greater international market influence and competitiveness. It aims to integrate in the major national strategies to serve the overall strategic layout of opening up in a higher level. To achieve the policy positioning of the special function economic zone,the new area should keep making efforts in the following areas. Firstly,the position of international financial center should be further enhanced. Secondly,the Triple Helix System of Technology Innovative Financial Opening Ecological System should be taken as the core for the top-level design,and the structural solutions can be found through supporting policies,which will increase the inner-driving force for growth. Thirdly,at the international level,the new special area should focus on trade liberalization with high standards in the dual-cycle structure,thereby leading the transformation of economic growth from foreign-oriented globalization to home-oriented globalization,creating a domestic value chain dominated by domestic companies,and a home-oriented globalization innovation chain that can promote industrial upgrading. Fourthly,the external large-scale circle structure is hard to be achieved overnight,which needs to be decomposed as parts. It can first establish a series of regional and sub-regional “small circles” and focus on the construction of one-day traffic circle among China,Japan,and Korea in East Asia. Fifthly,as the vital special area of the first free trade zone development in China,Lin-gang Special Area is an important strategy to demonstrate China’s adherence to all-round opening up and cooperation,and the active guidance of the green development of economic globalization in the new era.
