作为世界经济增长的重要一极,中国自身具有产能优势、资金优势、发展模式优势以及一定的技术优势。通过“一带一路”倡议对接欧亚经济联盟,中国可以将这些优势转化为市场合作优势,与欧亚经济联盟共同探寻经济增长路径。上海是我国改革开放排头兵及创新发展先行者。近年来,在“一带一路”对接欧亚经济联盟的实践中,上海作为推动市场要素跨境流动、资源高效配置枢纽的作用越发明显,上海依托区位优势和完善的基础设施条件,成为欧亚大陆经济、交通走廊和中俄冰上丝绸之路的枢纽,也逐渐成为欧亚国家开发开放借鉴的示范。
Since May 2015,when the connection of the ‘Belt and Road Initiative’ and Eurasian Economic Union have begun,China and Russia have deeply promoted the alignment of the development strategies and the construction of the BRI,on the basis of the economic cooperation achievements that have been achieved between them. The alliance builds docking cooperation,then develops a higher level and deeper economic cooperation relationship in Eurasia,to effectively achieve the optimal allocation of capital,resources,and labor between the eastern and western areas of Eurasia. As the leader of world economic growth,China has its own advantages in production capacity,capital,development model,and technology parts. Through the BRI link to the Eurasian Economic Union,China will transform these advantages into market cooperation superiority,and explore the path of economic growth with Eurasian countries. Shanghai is the vanguard of China’s reform and opening up. It is also the pioneer of innovation and development. Consequently,General Secretary Xi Jinping proposed to build the China(Shanghai)Pilot Free Trade Zone into a bridgehead that serves the country’s BRI construction and promotes the market to the world. During the practice of the BRI which connecting China with the Eurasian Economic Union in recent years,the function of Shanghai that as a hub for promoting the cross-border flow of market elements and the efficient allocation of resources has become more obvious. This is reflected in the condition that Shanghai has become the hub of the Sino-Russian Polar Silk Routine and Eurasian continent corridors in economy and transportation area,which relies on its superior geographical advantages and complete infrastructure. Moreover,Shanghai is also embodied as a model for gradually developing and opening up Eurasian countries.
