加强黄河生态文化建设，是河南省在黄河流域生态保护和高质量发展国家战略实施过程中，发挥自身独特区位优势和文化优势，敢于担当的重要体现。目前，河南省已经为黄河生态文化建设的深化开展，在现实生态基础、学术研究和传播载体等方面奠定了基础。但要实现黄河生态文化建设，有效关联并推动黄河流域的生态保护和高质量发展，尚需要采取推动生态文化建设体制机制创新、制定长效建设规划、多措并举落实黄河生态文化理念、构建弘扬黄河文化生态精神平台等切实措施。
To implement the national strategy of ecological protection and high-quality development of the Yellow River Basin，Henanhas strengthened the ecological culture construction of the Yellow River，giving full play to her unique geographical and cultural advantages. At present，in order to deepen the ecological culture construction of the Yellow River，a foundation has been established in the aspects of the current ecological basis，academic research and communication media. But to realize the ecological culture construction of the Yellow River and then to efficiently promote ecological protection and high-quality development in the Yellow River basin，we should apply concrete measures including innovating the systems and mechanisms to drive ecological culture development，formulating long-term construction plans，applying a combination of measures to interiorize the connotation of the ecological culture among people and building a spiritual platform for carrying forward the ecological culture.
