河南省“三山一滩”地区是全省完成脱贫攻坚重任的关键区，也是红色文化资源集聚区。大力发展红色旅游具有十分重大的现实意义，也是当前形势下振兴革命老区的重要任务。然而，目前河南省红色旅游存在发展动力不足、发展机制不活、发展业态不强、发展效益不好、发展形势滞后等几大问题，必须从提高政治站位、加大开发力度、提高建设标准、坚持守正创新、重视打造品牌、着眼振兴发展六大方面入手，解决发展瓶颈问题。
Three mountainous areas and one wetland on the Yellow River are the places concerned by Henan province in completing the task of poverty alleviation，and they are also the one gathering red cultural resources. It is great practical significance to develop red tourism，and it is also an important mission to revitalize the old revolutionary base areas under the current situation. However，at present，there are several problems for red tourism to develop in our province，such as lack of strong impetus，inactive development mechanism，weak development mode，poor development benefit and backward development situation. We must address bottlenecks in development by raising our political standing，intensifying development efforts，raising construction standards，adhering to integrity and innovation，attaching importance to brand building，and focusing on revitalization and development.
