2009年，海地局势并不平静。各派政治力量相互争斗阻碍了政府政策的实施，并导致总理被罢免；议会中期选举充满争议。国际社会大力支持海地发展经济，但由于2008年风灾造成的巨大经济损失和世界金融危机的影响，海地经济形势并不乐观。国内安全形势有所改善，但人民对政府无力改善民生十分不满。海地人民仍严重依赖联合国等国际和地区组织提供的各种援助。
Haiti was all but tranquil in 2009. Government’s policies were difficult to be implemented because of disputes among various political forces. The Prime Minister was deposed in chaos. Despite of strong support from the international community，Haiti’s economic situation was hardly optimistic due to huge losses in 2008’s hurricane disaster and impacts of world financial crisis. Public security was better than before but people feel disgruntled by government’s incapability to improve their livelihood. Haitians are still very dependent on various aids from the UN and other international or regional organizations.
