古巴继续推进国家和政府领导机构的调整和改组；加强国家管理的体制化；加强计划体制和手段，提高国家管理效率。面对国际金融危机对古巴经济产生的严重影响，政府紧缩经济计划，突出政策重点；审慎对待未来形势。在对外关系方面，利用有利因素，坚持基本原则，开展积极外交，改善国际生存和发展环境，取得了明显的外交成果。
During 2009，Cuba continued adjusting and restructuring the state and government institutions，accelerating the institutionalization of state administration，reinforcing economic planning institutions and measures and improving state administration efficiency as well. In face of the severe impacts of international financial crisis over Cuba’s economy，the government retrenched economic plans while keeping preferential treatment to key economic areas so as to get prudent enough to face an uncertain future. In aspect of foreign affairs，Cuba utilized favorable factors，persisted in its own principles and developed active diplomacy to improve its survival and development environment，and made remarkable achievements in this regard.
