2013~2017年21世纪海上丝绸之路及其建设路径

“一带一路”是中央统揽国内国外两个大局,基于国家主权安全和经济发展利益需要,在周边和国际环境趋于复杂的背景下,提出的一个重大的地缘政治和地缘经济战略构想。21世纪海上丝绸之路建设的基本路径是:以国际经贸合作为核心,以海上运输通道和基础设施建设为骨架,以沿线的重点港口、中心城市、资源区块、产业园区为支撑体系,以互联互通和贸易投资便利化为手段,以利益共同体和命运共同体为战略方向,推动以南海和战略通道为主的海上合作和共同开发,实现海上的联通便利化;同时,推进丝路经济融合,形成开放式国际经济合作带,打造具有强大产业聚集效能的经济走廊,以利益交融、互利共赢的一体化伙伴关系重构海丝经贸合作新格局,参与和引领全球经济治理,拓展国际发展新空间。
Abstract
:B& R is a major geopolitical and geo-economy strategy that proposed due to the needs of national security and economic development in the context of the neighboring and international environment tends to be complex. The main path to construct the 21st-Century MSR is:regarding international economic cooperation as the centre,taking the maritime shipping route and infrastructure as main frame,making the key ports,central cities,resource zones and industry districts as support systems,considering connectivity and trade and investment facilitation as a means,and building a community of shared interests and destiny as strategic direction to promote the South China Sea(SCS) and strategic channel-based maritime cooperation and development,achieve the facilitation of maritime connectivity,as well as to promote the economic integration of MSR countries,to construct an open international economic cooperation belt and to build efficient economic corridors. By achieving relations of intertwined interests and mutual benefits with partners,China could reconstruct the new economic cooperation patterns,begin to take part in and even lead the global economic governance,and expand international cooperation and development.

许培源:经济学博士、二级教授、博士生导师,华侨大学海上丝绸之路研究院院长,福建省社科研究基地·21世纪海上丝绸之路研究中心主任,华侨大学经济学学术委员会副主任,《海丝蓝皮书:21世纪海上丝绸之路研究报告》主编。兼任中国国际贸易学会常务理事、中国亚洲太平洋学会常务理事、“一带一路”国际智库合作联盟理事会理事、福建省经济学会副会长。2013年入选教育部“新世纪优秀人才支持计划”。现从事国际经济学、亚太经贸关系研究,主要关注开放经济中的创新与增长、国际区域经济一体化、“一带一路”经贸合作研究。主持国家社科基金项目3项、省部级重大重点项目8项,在SSCI或CSSCI期刊发表论文50多篇,出版学术专著3部。受邀参加中央外办、国新办以及国家发改委、商务部等主办的“一带一路”座谈会、高峰论坛,以及全球智库峰会等,并发表演讲。
