Clean air is vital to people’s health and well-being，and the Shanghai government has achieved some results in controlling atmospheric environmental health risks. The root cause of atmospheric environmental health risk in Shanghai is the excessive emission of atmospheric pollutants. Reducing the emission of air pollutants in Shanghai as soon as possible is also an inevitable choice to reduce the health risk of air environment. Since the 13th Five-Year Plan，Shanghai has mainly promoted air pollution control and atmospheric environment risk prevention and control by implementing a variety of policy combinations. At present，the primary pollutant in Shanghai has been gradually transformed from fine particulate matter to fine particulate matter and ozone. The main indicators of Shanghai’s atmospheric environment quality in 2019 are generally better than the average level of the Yangtze River Delta，but the air quality gap between Shanghai and some domestic and global cities is detailed. Shanghai from Singapore，London，Hong Kong，Tokyo，New York and other cities of the world’s complement each other，atmospheric environmental risk management experience in environmental health risk monitoring and early warning system，environmental health risk management standards，risk prevention of air pollution and damage relief，regional coordination mechanism and so on related mechanism，continuously improve the quality of atmospheric environment，to reduce atmospheric environmental health risks. In order to build a health-oriented atmospheric environment risk management mechanism，this report suggests that Shanghai city improve the information disclosure mechanism of atmospheric environment risk，promote the joint management of air quality between Shanghai city and other provinces in the Yangtze River Delta region，realize the socialization of air pollution damage relief，and improve the standard system of atmospheric environment risk.
