创新生态的测度模型与指标设计

创新生态是全球科技创新中心的环境支撑,是提高创新效率、激发创新创造活力、提升创新能力的必经路径,是集聚更多、更高端创新要素的关键变量。全球科技创新中心指数(GlobalInnovationHubsIndex,GIHI)在创新生态的测量上,围绕全球科技创新中心的核心内涵,结合已有的创新评估研究,从开放与合作、创业支持、公共服务与创新文化四个维度对全球科技创新中心的创新生态的测量进行了有益尝试,以期为城市科技进步、培育创新生态提供数据方法支持和政策决策参考。

Abstract

Innovation ecosystem is the environmental support of global science and technology innovation centers,the key path to improving innovation efficiency,stimulating innovation creativity,and enhancing innovation ability;it is the key variable to attract more and higher-end resource elements. The GIHI index in the measurement of the innovation ecosystem,around the core connotation of science and technology innovation center,combining with the innovation of the existing evaluation research,from the open and cooperation,business support,public services and innovative culture four dimensions of global science and technology innovation center of ecological measure has carried on the beneficial attempt. It is expected to provide data method support and policy decision-making suggestions for urban scientific and technological progress and cultivating innovation ecosystem.
