科学研究是创新的知识源头,也是全球科技创新中心的根基,为创新经济发展、培育创新生态提供必要的支撑。首先,全球科技创新中心指数(GlobalInnovationHubsIndex,GIHI)在科学中心维度的测量上,以科研能力与绩效两个维度为出发点,着重关注在存量与质量上的统计,强调具有持久影响力的关键要素。其次,围绕全球科技创新中心的核心内涵,以影响力、前瞻性等特征为落脚点,重点关注能够推动重大科学创新、具有重大影响力的科学研究要素。最后,本章对主要的测量指标进行了介绍与梳理,以期为城市的科学研究水平测度提供一定的方向与参考。
Scientific research is the resource for innovation,and the foundation of a global science and technology innovation center. It provides the necessary support for the development of an innovation economy and the cultivation of innovation ecosystem. In regard to the measurement of the Global Innovation Hubs Index(GIHI)in research innovation,beginning from the two dimensions of scientific research capability and performance,it focuses on the statistics of stock,quality,and emphasizes the key elements with lasting influence. Secondly,centering on the core connotation of the global science and technology innovation center,it focuses on the innovation elements that can promote important scientific innovation and have significant influence,with the characteristics of influence and foresight as the foothold. Finally,the main measurement indicators are introduced and sorted out in order to provide some directions and suggestions for a city’s research ability measurement.
