船舶污染已成为影响我国沿海地区大气污染的重要来源之一。但现有的大气环境管理针对船舶污染仍缺乏有针对性的举措，迫切需要从区域层面共同推进船舶污染的联合防治工作。发达国家已通过建立排放控制区、换烧低硫油、建设岸电、船舶排放标准等措施逐步加强对船舶大气污染的防治。但是，目前长三角区域乃至全国大部分地区都未启动船舶的大气污染防治工作，仍然存在燃油质量差、无排放标准、岸电建设进度缓慢等问题，区域协作机制也迟迟未能建立。为进一步改善长三角区域环境空气质量，应尽快推动船舶的大气污染治理，落实包括排放控制协作区、船舶排放标准、岸电建设、在用船舶排放监管等区域联合防治工作。
The Ship has become an important source of air pollution in China’s coastal areas. The joint prevention and control work is needed to be done on the regional level for the lack of measures. Developed countries have been gradually control the air pollution from ships by establishing emission control area，transferring low sulfur oil，constructing shore power and formulating ship emission standard. However，the ship air pollution prevention work have not yet started in the Yangtze River Delta region and the country as well. Problems lie in low-quality fuel，lack of emission standards，and slow speed of shore power construction while the regional cooperation mechanism has not been established. In order to further improve the air quality in Yangtze River Delta Region，ship air pollution control should be promoted as soon as possible，the joint prevention measures of which include emission control area，ship air emission standard，shore power construction and ship supervision.
