长江经济带是一个包含人类和各种自然环境要素在内的生态共同体,推进长江经济带生态共同体建设对于系统推进长江经济带大保护具有重要意义。长江经济带生态共同体是一个生态要素有机融合、经济发展与生态环境保护良性互动、区域间共生共利共荣的地域性共同体。长江经济带生态共同体生命力指数包括生态系统健康指数、经济社会发展指数、生态建设响应指数,本报告从这三个维度构建指标体系对长江经济带生态共同体生命力进行评价。结果显示,(1)2011~2015年长江经济带生态共同体生命力指数在波动中总体上升,其中经济社会发展指数、生态建设响应指数上升幅度快于生态系统健康指数。(2)下游地区经济社会发展指数和生态建设响应指数相对更优,而上游地区生态系统健康指数较好。依托江海交汇、全球城市、科创中心、制度创新等优势,上海在长江经济带生态共同体建设中应发挥“共抓生态保护的示范者、创新驱动发展的先行者、协调区域发展的领头羊、对内对外开放的动力源、引领制度创新的排头兵”的作用。
The Yangtze River Economic Zone(YREZ) is an ecological community containing human and a variety of natural environmental factors. Prompting YREZ ecological community construction is of great significance. Yangtze River economic zone ecological community is a symbiosis and co-prosperity regional symbiosis where ecological elements are organically integrated,and economic development and ecological environment protection are benignly interacted. The Ecological Community Vitality Index of YREZ includes Ecosystem Health Index,Social-economic Progress Index and Ecological Control Response Index. And then,we build the index system to evaluate the ecological community vitality of YREZ. Result shows that,(1) the Ecological Community Vitality Index of YREZ is generally in an upward trend. Compared with the Ecosystem Health Index,Social-economic Progress Index and Ecological Control Response Index rise faster.(2) Social-economic Progress Index and Ecological Control Response Index in lower reaches of YREZ perform better,and Ecosystem Health Index in upstream is better. With the advantages of Yangtze River Estuary,global city,scientific & technological innovation center and system innovation,Shanghai should play the role of “demonstrator of ecological protection,pioneer of innovation driven development,leader of regional coordinated development,promoter of open development,and bellwether of institutional innovation”. In the future,Shanghai should be the important nodes both in the construction of the Yangtze River Economic Belt green ecological corridor and element configuration. And also,Shanghai should promote the transformation of green and high-grade production,and play a positive role in environmental management system and mechanism innovation.
