长三角区域是打赢蓝天保卫战的重点区域之一。当前长三角区域打赢蓝天保卫战存在三个难点问题。第一，长三角区域各省市面临的大气环境考核压力差异显著，皖北和苏北城市难以按时达标。第二，长三角区域大气污染协同治理的机制不够完善。第三，移动源污染控制方面，仍需要进一步完善协同控制机制。针对以上三个问题，本文从能源生产和消费、产业布局、协同机制三个方面来进行分析，提出了八条相关对策建议：一是试点产业转移的利益协同机制，二是打造集约高效的绿色交通运输体系，三是开展长三角地区能源一体化发展规划，四是试点设立长三角区域一体化的资源环境要素交易市场，五是推动长三角一体化的环保标准体系建设，六是在重点污染城市建立精细化治理机制，七是探索长三角区域生态补偿机制，八是促进区域规划协同。
Yangtze River Delta is one of the key areas to make our skies blue again. There are three difficult problems in making our skies blue again in the Yangtze River Delta. First，Evaluation pressure of atmospheric environment of the Yangtze River Delta provinces and cities difference significantly. Cities in northern part of Jiangsu and Anhui provinces still face daunting tasks. Secondly，the mechanism of collaborative air pollution control in the Yangtze River Delta region is not perfect. Thirdly，the mechanism of cooperative control on mobile source pollution need to be improved. Aiming at the above three problems，this report analyzes the energy production and consumption，industry layout and cooperation mechanism，puts forward eight relevant countermeasures and suggestions. First，propose the pilot benefit coordination mechanism for industrial transfer. Second，build an intensive and efficient green transportation system. Third，the Yangtze River Delta energy integration development plan should be carried out. Fourth，the pilot establishment of the Yangtze River Delta integration of resources and environment factors trading market. Fifth，promote the integration of the Yangtze River Delta environmental protection standards system. Sixth，establish a refined governance mechanism in key polluting cities. Seventh，explore the mechanism of ecological compensation in the Yangtze River Delta. Eighth，promote regional planning coordination.
