长三角地区是我国最早开始探索环境治理PPP模式的地区之一，也是环境治理PPP模式应用较为成熟的地区。财政部PPP项目数据显示，目前长三角水环境治理PPP项目数量已经超过了京津冀和珠三角地区之和，占PPP项目总数的比例也超过全国平均水平。长三角地区水环境治理PPP项目中污水处理类项目占比较高。长三角水环境治理PPP项目实施和运营中也暴露出配套法规条例不健全，融资模式较为单一，监管、定价、收益和风险管控机制不完善等诸多问题，未来可以从制度体系、履约监管、价格形成机制、风险分担和补偿以及投融资方式等方面进一步优化PPP项目的管理制度和推进模式。
The Yangtze River Delta region is one of the earliest regions in China to implement environmental governance PPP projects. At present，there are a large number of PPP projects for water environment management in the Yangtze River Delta，and the proportion of PPP projects is also high. Sewage treatment projects accounted for a high proportion of water environment management PPP projects. However，the current problems are lack of supporting regulations，insufficient financing models，and inadequate of supervision，pricing，revenue and risk management. In the future，the Yangtze River Delta region can further optimize the existing management system and promotion model in terms of institutional system，performance supervision，price formation mechanism，risk sharing and compensation，and investment and financing methods.
