环境监测是整个环境管理体系的基础,环境监测的功能完善是环境管理能力强化的基础。本报告试图通过对上海环境监测现状的分析,判明有哪些问题阻碍其发挥应有的基础功能,据此提出改进上海环境监测工作的对策建议。尽管上海在环境监测体系建设方面已取得较好成绩,但仍有需要完善之处:隶属于环保部门的环境监测机构容易受到行政干预;环保系统监测机构与非官方监测机构、非环保部门监测机构互不统属,不利于最大限度地利用全社会环境监测资源;监测点位设置标准与国际先进理念有差距,未能真实反映对民众健康的影响;环境监测信息公开力度不足,不利于充分挖掘监测数据的科学价值;尚未形成规范第三方环境监测市场的监管体系,未能充分调动第三方环境监测机构的力量。对此,本报告建议:将现有环保部门直属监测机构改制为独立于环保部门,甚至相对独立于同级政府的环境监测主管部门;赋予该环境监测主管部门对辖区内所有环境监测机构的公共管理权;与国际先进理念接轨,以真实反映对民众健康的影响为导向设置监测点位;加大环境监测信息公开力度,以利充分挖掘环境监测信息的科学价值;培育和规范第三方环境监测市场,积极购买第三方环境监测机构的服务。
Environmental monitoring is the basis of the whole environmental management system,so improvement of environmental monitoring function is the basis of capacity building of environmental management system. This paper is trying to find out what obstructs Shanghai’s environmental monitoring system from playing the basic role through analyzing its status quo,based on which suggestions for improvement strategies will be put forward. Although Shanghai has achieved a lot in building up environmental monitoring system,some problems remain to be solved:The environmental monitoring agency affiliated to the environmental authority will face governmental interference;The environmental authority has no right to manage and utilize non-governmental environmental monitoring agencies and those affiliated to other governmental departments;The arrangement of monitoring sites fails to truly reflect the impacts on citizens’ health;Environmental monitoring information is not adequately open,hindering utilization of its scientific value;The third-party environmental monitoring market is not well regulated and utilized. To solve these problems,this paper suggests to:Turn the monitoring agency affiliated to the environmental authority to the environmental monitoring authority independent from the environmental authority,and even relatively independent from the Administration;Authorize the environmental monitoring authority to manage all the environmental monitoring agencies in the jurisdiction and to utilize their information;Arrange monitoring sites to truly reflect the adverse effects to human health;Open more environmental monitoring information to make good use of its scientific value;Nurture and regulate the third-party environmental monitoring market,and purchase environmental monitoring services from it.
