新冠肺炎疫情凸显了跨境电商的“英雄本色”。本报告深入分析跨境电商的生态系统，从国内、国际两个维度，基础设施建设、经营环境、服务体系、可持续发展能力四个角度阐述了我国跨境电商行业的发展现状。在“双循环”新发展格局下，国家要探索建立跨境电商征信体系，并纳入“十四五”规划，对跨境电商实行负面清单管理，取消交易额度限制，建立畅通的全球物流供应链体系，并进一步下放海关特殊监管场所的行政审批权限和准入门槛；河南省要从物流平台、交易平台搭建、产业建设等方面着手，积极打造全国乃至全球供应链枢纽城市。
The COVID-19 epidemic stands out the heroic status of cross-border e-commerce. The report deeply analyzes the ecosystem of cross-border e-commerce，and states that the development status of China’s cross-border e-commerce industry from the perspectives of domestic and international dimensions，including infrastructure construction，business environment，service system and the ability of sustainable development. Under the “Dual Circulation” development pattern，China should explore the establishment of a credit system for cross-border e-commerce and incorporate it into the “the fourteenth five year plan”. We should implement negative list management for cross-border e-commerce，abolishing the limit of transaction，establishing a global logistics supply chain system，and decentralizing the administrative examination and approval authority and access threshold of special customs supervision area. Henan Province should build a national and global supply chain hub city from the construction of the logistics platform，the transaction platform and the industry chain.
