近年来，工业信息安全事件层出不穷，提升工业信息安全应急保障能力已成为世界各国的共同关切。美国、欧盟、北约等国家和国际组织纷纷组织开展网络安全应急演练，着力提升关键制造、电力等工业相关领域的应急响应能力。总体来看，国外应急演练逐步关注工业信息安全，我国工业信息安全应急演练还处于初步阶段，存在形式单一、人员缺乏、实战能力薄弱等问题，亟须建立健全工业信息安全应急保障体系，加快提升国家应急保障能力。
In recent years，industrial information security incidents have emerged in endlessly. It has become a common concern of all countries in the world to improve the emergency protection capability of industrial information security. The United States，the European Union，NATO and other countries and organizations have launched network security emergency exercises，focusing on improving emergency response capabilities in key manufacturing，power and other industrial related fields. Overall，foreign emergency exercises pay more and more attention to industrial information security. Our country’s industrial information security emergency exercise is still in the preliminary stage. There are many problems，such as single form，lack of personnel and weak combat capability. It is urgent to establish and improve the industrial information security emergency support system and accelerate the improvement of national emergency support capacity.
