2017年,美国、新加坡、澳大利亚等多个发达国家和地区在网络安全立法方面均取得了积极进展。其中,以总统特朗普为首的新一届美国政府颁布行政令《加强联邦政府与关键基础设施的网络安全》,旨在大力提升政府部门及关键基础设施网络安全防护水平,美国众议院出台《2017年NIST网络安全框架、评估和审查法》以推动NIST网络安全框架的落地实施,提出《2017物联网安全改进法案》加大对物联网等前沿领域的网络安全监管力度;新加坡发布《2017网络安全法案(草案)》,推动网络安全综合立法取得实质进展;澳大利亚和俄罗斯也纷纷加强在关键信息基础设施领域的保护立法。
In the year 2017,a number of countries and regions of the world,including the United States,Singapore,Australia and the others,have made positive progress in the field of cybersecurity legislation. Specifically,the new US administration headed by President Donald Trump has issued an executive order aiming at strengthening the cybersecurity of Federal Networks and Critical Infrastructure. United States House of Representatives has introduced an act,the NIST Cybersecurity Framework,Assessment,and Auditing Act of 2017,to facilitate the implementation of NIST’s Cybersecurity Framework. A draft bill,cited as Internet of Things (IoT) Cybersecurity Improvement Act of 2017,was enacted by the Senate and House of Representatives of the USA,aiming to provide minimal cybersecurity operational standards for Internet-connected devices purchased by Federal agencies. Singapore has issued its first cybersecurity protection law,the Cybersecurity Bill(draft),spurring the substantial progress of the comprehensive legislation at home. Australia and Russia have also strengthened legislation on critical infrastructure protection.
