本报告选取2015～2017年的区域数据，建立信息化评价指标体系，测度我国31个省、自治区、直辖市（港澳台除外）信息化发展的整体情况和数字鸿沟状况，并就信息化水平及数字鸿沟区域差异程度进行了分析。最后基于数字鸿沟相关因素以及洛伦兹曲线和基尼系数，论述缩小数字鸿沟促进区域均衡发展的政策选择，并提出提高信息化水平以及缩小数字鸿沟的政策建议。
In this paper，regional data from 2015 to 2017 are selected to establish an informatization evaluation index system. It measures the overall situation of the informatization development in 31 provinces，autonomous regions，and municipalities （excluding Hong Kong，Macao and Taiwan），and analyzes the gap of informatization level and the extent of regional digital divide. In the last section，the paper discusses policy choices of bridging the digital divide and promoting regional balanced development by considering the factors related to the digital divide，the Lorenz Curve and the Gini Coefficient，and proposes policy suggestions for improving the level of informatization and bridging the digital divide.
