在推进国家治理体系和治理能力现代化进程中，以数字化、网络化、智能化为特征的信息化作为重要工具和技术支撑，在现代化建设全局中的引领作用日益凸显：一是完善制度体系，推进体制机制创新，推动组织结构、业务流程等制度体系优化完善，推进治理体系现代化；二是增强治理能力，实现更科学的决策、更高效的监督管理、更符合需求的服务，推进治理能力现代化。本报告首先从总体上分析了信息化对国家治理现代化的促进作用，然后重点围绕经济、政治、文化、社会和生态文明建设“五位一体”总体布局，分析了信息化在各领域的应用和推进支撑作用，并指出了当前存在的主要问题。
In the process of promoting the modernization of national governance system and governance capacity，informatization has become an important tool and provides technical support，which exhibits the characteristics of digitalization，networking and intelligence. The leading role of informatization in the overall modernization construction has become increasingly prominent，mainly manifested in：（1） improving institutional system，promoting the innovation of institutional mechanisms，organizational structure，business processes and other changes，and accelerating the modernization of governance system；（2） enhancing governance capacity，achieving more scientific decision-making，more effective supervision and management，more responsive services，promoting the modernization of governance capacity. This paper analyses the contribution of informatization to the modernization of national governance in general，and then focuses on the role of informatization in various fields by targeting the overall plan for promoting economic，political，cultural，social and ecological progress，and points out the main existing problems.
