本报告以美国全国城市联盟《塑造空间：城市交通拥堵收费》研究报告为基础，探讨了国际城市在交通拥堵收费领域的最新发展情况，分析了伦敦、斯德哥尔摩和新加坡案例，包括政策背景、项目融资、方案演变和经验借鉴等内容，以及美国城市面临的通勤模式挑战和纽约近期制定交通拥堵收费政策的基本情况，探讨了其交通拥堵收费政策面临的公平性等方面的挑战，在此基础上，对中国城市可能制定的交通拥堵收费政策提出建议。
This article discusses the latest development of congestion pricing in world cities based on the report of the National League of Cities（NLC）“Making Space：Congestion Pricing in Cities”. Focus on the case studies in London，Stockholm and Singapore，including policy background，financing the Program，evolution of the program and lessons learned. Introduces the challenges in commuting patterns in U.S. cities and the basic situation of formulating congestion pricing in New York，analyzes the challenges of fairness and other aspects. Further，puts forward suggestions on possible congestion pricing policies in Chinese cities.
