本报告探讨英格兰和威尔士的城市经济与房屋价值之间的关系。研究发现,大东南地区城市的房屋所有者比其他城市的所有者拥有更多的住房财富。随着大东南地区住房财富的增长,私人租户的租金也在增长。在经济发达城市,住房供应无法满足需求,推高了房价。城市规划加剧了该不平等状况,威胁金融稳定。同时,政策选择放大了房产价值,扩大了住房财富差异,加剧了不平等现象和南北分化,并且宽松的货币政策难以为新房的供应筹集资金。基于这些现象,本报告提出了相应对策及其对中国的启示。
The report examines the relationship between urban economy and housing value in England and Wales. Main findings are:city homeowners in the Greater South East have seen much larger gains in housing wealth than other homeowners,and the same trend shows in rents for private renters. The inability of housing supply in prosperous cities drives the house prices. The planning system makes this inequality worse and threaten financial stability. However,government policy inflates the value of house,and increase housing wealth inequality and North-South divide. The loose monetary policy struggles to finance the supply of new homes. Based on these phenomena,a lesson could be learned for China.
