The report，IdentifyingPotential Growth Centres across Great Britain，rated the innovative dynamism of the country’s 62 largest cities and towns. Based on the success of the city and the characteristics of the city classification，6 indexes are concluded and the corresponding data calculation model is established. This paper ranks the city innovation potential through calculation，and obtains the research judgments on the successful allocation of cities，the key factors affecting the potential growth vitality of the region，and the decision criteria of government investment，which will be salutaryreferencesto the construction of the Global Science and Innovation Center city in China.
