Under the common vision of integration into Europe,Serbia and Kosovo strived to to “normalize relations”,and the two sides signed the Brussels Agreement in 2013. However,due to the lack of internal political foundation and external push,this process had made little progress. In 2019,negotiations were at an impasse and the process of normalization was stalled. After the Kosovo election,the ruling party stepped down,but the opposition parties failed to form a new government,causing chaos in Kosovo’s politics. During this year,the EU also faced many challenges and could not prioritize the Kosovo issue. However,the active intervention of the United States brought about a new turn for the stalled situation.
