欧盟对中东问题的关切程度体现了欧盟对地区安全策略的政策选择。“阿拉伯之春”的爆发对中东的政治格局产生了深远影响，同时也对欧洲的政治和安全利益产生重大影响，再加上欧盟共同外交政策的实践困境，使欧盟需要在处理中东问题上付出更大努力。本文通过分析欧盟在伊朗核协议问题、巴以冲突和库尔德问题这三个中东重大问题上采取的具体措施及问题前后的事态变化，对欧盟在中东问题上的整体态势进行总结和梳理，并对干预和处理的效果进行评估。
The European Union’s concern for the Middle East reflects its policy choice on regional security strategy. The outbreak of the Arab Spring has had a profound impact on the political landscape of the Middle East as well as a significant influence on Europe’s political and security interests. Coupled with the practical difficulties of a common foreign policy，the EU needs to make greater efforts to deal with the issue of the Middle East. This paper summarizes and combs the overall policy of the EU in the Middle East by analyzing the concrete measures taken in three major events in the Middle East，namely the Iranian nuclear agreement，the Israeli-Palestinian conflict and the Kurdish issue，with regard to the changes before and after the events，so as to assess the effects of the EU’s intervention and treatment.
