2019年巴以问题并未取得实质性进展。美国政府承认戈兰高地为以色列领土，否认约旦河西岸犹太人定居点违反国际法，公布所谓推动解决巴以问题的“中东和平新计划”，导致巴以矛盾进一步激化，双方冲突持续升级。2020年初席卷全球的新冠肺炎疫情促使双方暂时搁置矛盾，携手展开联防行动。本文梳理近一年巴以问题进程中的重大事件，并在此基础上分析影响和阻碍巴以和平进程的原因，并对2020年巴以问题前景做出展望。
No substantial progress was made on the Israeli-Palestinian issue in 2019. As the US government recognizes the Golan Heights as Israeli territory，denies that the Jewish settlements in the West Bank violate international law，and promulgates the so-called “New Plan for Middle East Peace” to promote the settlement of the Israeli-Palestinian issue，the Israeli-Palestinian contradictions have further intensified and the conflicts between the two sides have continued to escalate. In early 2020，COVID-19 swept the world，which has prompted the two sides to temporarily shelve contradictions to launch joint prevention operations. This paper reviews the major events in the process of the Israeli-Palestinian issue in the past year，and on this basis analyzes the factors that affect and hinder the Israeli-Palestinian peace process and assesses the prospect of the Israeli-Palestinian issue in 2020.
