2019年是越南庆祝建军75周年和全民国防日30周年，发布《2019年越南国防白皮书》，通过《民兵自卫队法（修订案）》和《预备役部队法（修订案）》；越南调整军队政治建设策略，坚持和确保越南共产党对军队的领导；越南通过机构编制体制精简调整、培养和构建年轻化领导干部队伍、加速武器装备现代化等措施，逐步实现越军现代化建设，加强多军兵种协同作战演训、增加海军对外交流演练机会、重视山林地形反空降演训等提升越军作战实力；越美防务合作渐密，同时巩固、推动与其他国家和国际组织的多元防务合作，拓展在联合国维和行动中的参与规模与范围。2020年越南担任东盟轮值主席国和联合国安理会非常任理事国是越军展示能力、提高国际声誉、争取更多国际合作与支持的契机，新冠肺炎疫情防控将是越军重要任务及对外防务合作新主题。
In 2019，the year of the 75th anniversary of the founding of the People’s Army of Vietnam and the 35th anniversary of the All-People National Defense Day，Vietnam released National Defense White Paper 2019 and Amendment to the Law on the Militia and Self-defense Forces as well as the Law on Reserve Forces，adjusted military political construction strategies to maintain and ensure the leadership of the Communist Party of Vietnam in the army. By means of downsizing military establishment，developing and building a contingent of younger military leading cadres，speeding up the modernization of weapons and equipment，the modernization of the People’s Army of Vietnam is to be gradually achieved. In the meantime，the combat capability of the People’s Army of Vietnam will be enhanced through coordinated combat exercises among multiple military branches，increased foreign exchange and exercises opportunities for navy，and importance attached to the anti-airborne exercises in mountain and jungle areas. Along with a closer cooperation between Vietnam and the U.S. on defense，diversified defense cooperation with other countries and international organizations are also consolidated and promoted to expand the scale and scope of Vietnam’s participation in UN peacekeeping operations. The year of 2020 will be an opportunity for Vietnam to demonstrate its military capability，improve its international reputation and gain more international cooperation and support during Vietnam’s rotating ASEAN Chairmanship and its non-permanent seat in the UN Security Council. Further，the COVID-19 prevention and control will be a new theme for the People’s Army of Vietnam and its defense cooperation in 2020.
