本文以COVID-19新冠肺炎疫情为例，探讨了海外华侨华人群体在突发公共事件中的积极作用。文章首先阐述海外华侨华人在外部资源引入、管理组织能力、国际舆论影响力三个方面的能力基础，而后梳理本次疫情中，海外华侨华人群体在为祖国提供直接援助、改善国际舆论等方面的主要贡献，并探讨不同的群体发挥影响的具体机制，对其援助的积极效应进行评估。最后，从健全国内对接机制、加强信息共享等方面提出了在突发公共事件中发挥海外华侨华人群体积极作用的政策建议。
Taking the COVID-19 pandemic as an example，this paper discusses the positive role of Overseas Chinese in public emergencies. First，we elaborated the ability of Overseas Chinese in three aspects：utilizing external resources，mobilizing overseas Chinese community，and influencing international public opinion. Then we discussed the major contributions of Overseas Chinese groups in providing direct assistance to China and improving international public opinion during the COVID-19 pandemic. We also analyzed the specific mechanisms by which different Overseas Chinese groups exert influence and evaluated the positive effects of their assistance. To give full play to the positive role of Overseas Chinese in public emergencies，we provided several policy suggestions on improving material transportation，enhancing information sharing，etc.
