本文在概括国内外渔政执法支撑体系研究代表性成果、阐述健全中国渔政执法支撑体系研究意义的基础上，分析中国海洋渔政执法现状、问题，以及完善中国海洋渔政执法支撑体系研究的目的与意义；举例说明了中国南海区域渔业行政执法的现状和问题，指出了执法过程中存在的重点、难点，并且提出了针对性的研究对策和方案；通过学习美日韩三国渔业行政执法经验，对比中国海洋渔业行政执法体系中存在的问题，从组织、政策、资金、人才和信息五大方面提出进一步梳理中国渔政执法支撑体系、健全中国海洋渔政执法体系的对策措施，并指出了对渔业发展的意义所在。
On the basis of summarizing the representative achievements of the domestic and international fishery law enforcement support system research and expounding the research significance of the Chinese fishery administration law enforcement support system，this paper analyzes the status quo and problems of China's marine fishery law enforcement and the improvement of China's marine fishery law enforcement support system.Objectives and significance，the paper illustrates the status quo and problems of fishery administrative law enforcement in the South China Sea region，points out the key points and difficulties in the law enforcement process，and proposes targeted research strategies and programs.By studying the experience of fisheries administrative law enforcement in the three countries of the United States，Japan and South Korea，and comparing the problems existing in the administrative law enforcement system of China's marine fishery，from the five aspects of organization，policy，capital，talents and information，we propose to further sort out the support system of China's fishery law enforcement and improve China.Countermeasures for the construction of marine fishery law enforcement system.Meantime the paper points out the significance to fishery development.
