基于2005~2016年中国环渤海湾区主要城市面板数据,本文采用超效率SBM模型,以城市环境主要污染物排放指数作为非期望产出,测算中国环渤海湾区主要城市绿色全要素生产率(GTFP)的时空演变,并从生产要素投入与产出要素松弛值入手分析其演变原因。研究表明:北京、青岛、烟台、天津、大连、石家庄、唐山、秦皇岛GTFP数值相对较高,波动幅度较大;济南、威海、东营、保定、沈阳的GTFP数值相对较小,波动幅度较小。不同程度的劳动投入冗余、资本投入冗余、能源投入冗余、GDP产出超量与污染排放冗余水平是环渤海湾区主要城市GTFP产生波动的原因。
Based on the panel data of major cities in the Bohai Bay region of China from 2005 to 2016,this paper uses the super SBM model and the major environmental pollution index as undesirable output to measure the green total factor productivity (GTFP),of major cities in the Bohai Bay region of China and analyze the reasons for the changes from the slack value of input and output factors.Studies have shown that the GTFP values of Beijing,Qingdao,Yantai,Tianjin,Dalian,Shijia-zhuang,Tangshan and Qinhuangdao are relatively high and the fluctuations are relatively large;the GTFP values of Jinan,Weihai,Dongying,Baoding and Shenyang are relatively small and the fluctuations are small.Redundancy in labor input,capital input,energy input,excess GDP output,and level of pollution emissions redundancy are the causes of fluctuations of GTFP in major cities in the Bohai Bay region.
