作为数字经济的新物种,新零售不仅能够满足人民日益增长的美好生活需要,也能为经济高质量发展注入新的活力,促进消费、产业和创新的升级。新零售可以作为上海打造国内大循环的中心节点、国内国际双循环的战略链接的重要发力点和落脚点。本报告围绕经济高质量发展总体目标,在“盒马”案例研究的基础上,从新消费、新技术、新业态、新疫情和新环境五个方面归纳新零售发展现状与特征,从质量经营、品牌建设、“三农”问题解决、制造升级和就业保障五大视角分析新零售助推经济高质量发展的路径和机制,从产品生产中心转变、业态多元化、线上线下一体化、新技术应用深度化四个方面阐述新零售发展趋势,最后从具体示范场规划、应用场景建设、供应链打造、新基建供给、用工政策、监管机制等方面提出促进上海新零售发展的相关建议。
New retailing,as a new product of digital economy,not only can meet people’s ever-growing demand for a better life,but also can reinvigorate high-quality economic development and help to upgrade consumption,industry and innovation. New retailing can serve as a central node of building major domestic circle for Shanghai and an important foothold for the strategic linkage of circulation both domestically and internationally. Focusing on the overall goal of high-quality economic development and based on the case study about Hema,this report summarizes the status and characteristics from five aspects including the new consumption,new techonology,new format,new epidemic,and new environment,analyses the path mechanism of boosting high-quality development through new retailing from five perspectives including quality management,brand construction,three rural issues,manufacture upgrade and employment security,and elaborates the growing trend of new retailing from four aspects including the change of production center,diversification of business types,integration of online and offline,and depth of new technology application. Finally,the report proposes suggestions for the development of Shanghai new retailing from the six perspectives including the plan of specific demonstration,construction of application scenarios,creation of supply chains,supply of new infrastructure,policy of employment,and mechanism of supervision.
