第二次朝美首脑会谈结束后，相关各方做出努力，积极推动朝美首脑会谈继续进行，以解决朝鲜半岛的相关问题。但受制于朝美双方对无核化与安全保障实现顺序上的分歧，朝美对话逐渐陷入停滞，朝鲜半岛局势也陷入僵局。本报告认为打破朝鲜半岛僵局的出路在于推动朝美直接对话和国际合作同时进行，后者的推进可以借鉴中国提出的“双轨并进”路线。
Since the end of the second summit between US and DPRK，related parties continue made efforts to push dialogue between them. Until now，there are no any breakthrough related to fundamental problems，and the situation even goes stalled now. The main difference of the US and DPRK lies in the sequence of the realization of denuclearization and security，which is very hard to be resolved only through direct dialogue between US and DPRK. In the end，this paper points out that the outlet of these problems lies in the parallel progress of bilateral negotiation and international cooperation，which can be achieved by the “dual-track system” put forward by China.
