We have a unique history and for us to reform our political structure and how Tonga is governed is not an easy job.We are faced with the challenge of reconciling contemporary Western concepts of democracy with our traditional hybrid system that has evolved for over a century. The reform will require a long period of time to apply in the context of fofola e fala kae alea e kainga (spreading the mat so that the people can talk) so that all the people of the nation can participate in discussing issues which will affect their future and the implications of the reform for their children. There are three viable and sustainable policy recommendations. The first policy recommendation is for a new National Committee for National Reform be established so that all the people of the whole nation can accept its independent nature. The second policy recommendation is an “Educational Bonanza” as an initiative to counteract the issues relating to the constitution. The educational policy recommendation has two parts:to educate adults and youth groups as a short term educational policy;and to integrate the tradition, customary law,and culture, the constitution,Tongan history and geography into the Secondary School's curriculum. The final policy recommendation relates to media and language used as medium of delivery through the newspapers, radio and TV.
The Government of Tonga has adopted a hybrid democracy which is unique. Our traditionally based hybrid system of democracy does not need a further injection of Westernized ideas and practices. We must be selective in further adopting Western concepts into our traditional based systems.
