The year of 2020 witnesses the shock that the COVID-19 pandemic has brought to the interaction among states and the redefinition of issue-agenda in great power relations. China’s bilateral relations with the US,Russia,and the EU are characterized,respectively,with a crisis that deteriorates more than never,a bilateral relationship that keeps developing as always,and a developing bilateral relationship that contains both cooperation and competition. The transatlantic relations are ambiguous in the foreseeable future. This report argues that it is the global structure before the pandemic that determines its own ongoing transformation,and that it is the unraveling of the pandemic that determines the speed of change.
