2019年12月2日，马来西亚希望联盟政府正式发布了该国首部《国防白皮书》。《国防白皮书》以“安定、自主且繁荣的马来西亚”为主题，全面勾勒了该国未来10年的国防政策蓝图。对其进行研究分析，对于研究马来西亚国防政策走向具有重要意义。对比2010年发布的《马来西亚国防政策》，《国防白皮书》重新评估了马来西亚的战略环境，以其独特的战略地位为基础，强调海洋与陆地并举，提出应对非传统安全问题的必要性。然而，马来西亚政府政策的不连贯性和周边局势发展的不确定性，都对白皮书中展现的国防政策规划构成了挑战。
On December 2，2019，the Malaysian Pakatan Harapan government officially launched the country’s first ever Defence White Paper. With the theme of “a secure，sovereign and prosperous nation”，the white paper outlines the country’s blueprint of defence policy for the next decade. In contrast to the Dasar Pertahanan Negara （Malaysian Defence Policy） released in 2010，Malaysia’s current Defence White Paper re-evaluates its strategic environment and pays special attention to address non-traditional security issues. The white paper also points out that as a maritime nation with continental roots，Malaysia need to focus on both the land and the sea. However，the implementation of the white paper could be disturbed by the incoherence in the Malaysian government’s policies and the uncertainty of the Southeast Asian region as a whole.
